To cut up a sound file. Usually to remove unwanted bits, leaving only the sounds that the composer wants to use.
When composers used magnetic tape they would splice the parts of the tape with a razor blade. Today, even though we use computers, we still use the symbol of the Scissors to indicate the cutting of the sound.
Splicing the sound is a key part of the process of Editing.
